| FRANK J. MULLANEY
– President
Mr. Mullaney has over 31years of experience in the fields of residential,
commercial, industrial, municipal and in-stitutional construction,
with extensive knowledge of quality control, scheduling, cost reduction
and value engi-neering. He is well versed in dealing with all regulatory
agencies at local, state and federal levels that involve in-spections,
documentation and code compliance. Mullaney has dealt with and successfully
managed numerous trades and mechanics, plus skilled and unskilled
labor in all facets of construction. He is owner of The Beacon Projects
Group, Inc., which was founded in 1994.
Mullaney has completed his consulting assignments for a New York
City-based General Contractor. His most re-cent involvement was
as senior project manger for the constructor of Temple Square Residences
in New Haven, Connecticut, a renovation of a 106,000 sq. ft. old
UI clock tower structure to include 44 luxury apartments, a five-screen
art cinema and two restaurants. Completed just before that, he filled
the role of acting general manager for the 20,000 sq. ft. relocation
/ renovation of The Belle Haven Club in Greenwich, Connecticut.
Working with a large project administrative staff Mullaney was
asked to assist Stegla’s project team in the com-pletion of
newly constructed 300,000 sq. ft. retail shopping center. The structure
included a two-level subterra-nean parking garage, two stories of
retail space occupied by national credit tenants totaling 130,000
sq.ft. and a third level consisting of a 90,000 sq.ft.15-screen
movie theatre located on an entire city block at Jamaica Avenue
and Parsons Boulevard, in Jamaica Queens.
During 1999 Mullaney had a 'theatrical' year, having been involved
in construction of three multi-screen theater complexes. He was
project manager jointly with Tristar Associates, the general contractor,
for Destinta Theaters in Middletown, Connecticut, owner’s
representative in conjunction with the construction manager, Tristar,
for Chartiers Valley Cinemas in Pittsburgh and lastly, project manager
for The Stegla Group, Inc. who represented National Amusements,
Inc. in Elmsford, New York
Prior to his theater work Mr. Mullaney supervised a major 2,600
sq. ft. addition to, and complete renovation of, the 4,900 sq. ft.
meeting house at The United Church of Rowayton, Inc. (Connecticut)
that included a new second floor for meeting rooms and expanded
first floor office space, along with exterior improvements and construction
of a new entrance to the church structure.
Before that Mullaney was senior project manager and owner's representative
for Finlay Fine Jewelry and renova-tion of their 110,000 sq. ft.
distribution center in Orange, Connecticut. This project is well
known for its security complexities and addition of one of the largest
custom-concrete vaults in New England.
Previously Frank Mullaney worked for two Stamford, Connecticut
firms. Herbert Construction as project superin-tendent and project
manager and The Atlas Construction Company as project superintendent.
For them he man-aged or supervised outstanding projects that included
the 215,000 sq. ft. Amity Regional High School in Wood-bridge, Connecticut,
the 140 bed, 75,000 sq. ft. Saint Camillus Nursing Home in Stamford,
office and training center in Brewster, New York and a condominium
and retail facility in Greenwich, Connecticut.
As a project superintendent in New York City some of Mullaney's
responsibilities included an 114-unit residential renovation at
148 West 23rd Street, and a 33-unit apartment complex renovation
at 450 Sixth Avenue and a retail facility at Yankee Stadium. He
has also supervised the renovation of numerous residential, retail,
offices, indus-trial and commercial buildings.
In addition to his management of The Beacon Projects Group, Mr.
Mullaney is owner of Norhasset Associates, Inc. through which he
recently directed the construction of a 10,000 sq. ft. custom-designed
luxury residence in Greenwich, Connecticut.
TAYLOR E. STRUBINGER – Senior Associate
Mr. Strubinger has been involved in design and construction management
projects throughout the world during his more than 35 years as a
professional engineer. He is broadly experienced in all facets of
the construction industry.
An associate of The Beacon Projects Group, Mr. Strubinger has worked
for the Bechtel Corporation as manager of refinery and chemical
projects and large commercial and industrial projects. Subsequent
to that he was executive vice president and director of operations
for the George A. Fuller Company, overseeing a $500 million job
in Saudi Arabia as well as many domestic assignments in the $20
to $70 million range.
Later Mr. Strubinger was president of Welton Becket Associates’
construction management subsidiary with responsibility for jobs
in China, South Korea, Saudi Arabia, Russia (the 1980 Olympic Center)
and the United States. Recently he managed renovation work at the
Waldorf-Astoria Hotel in New York City and is currently providing
construction management direction for owners and tenants in tenant
fit up work in several East Coast cities.
Mr. Strubinger is registered - by examination - as a professional
engineer in Connecticut, New York and Missouri. He continues as
a panel member of the American Arbitration Association for resolution
of construction disputes (both as mediator and arbitrator) and the
panel of mediators for the New York City School Construction Authority.
He has been an instructor at New York University, lecturing on managing
and operating the construction organization.
Mr. Strubinger holds a Bachelor of Science in Mechanical Engineering
from Washington University in St. Louis and has taken courses in
structural design, business administration Spanish, German, computer
programming, computerized accounting and Microsoft Office Pro.
J. Todd Gambino - Senior Associate
Mr. Gambino has 20 years' involvement in the construction industry
covering a range of projects in which he has been a construction
manager, real estate developer, program manager and business manager.
Such responsibilities have included property/project feasibility
studies, identifying target market and review, environmental compliance,
creation of project teams for approvals plus pre-construction and
cost reviews.
Mr. Gambino is a managing principal with Construction Consulting
Group for Systems and Development which has projects based in Connecticut,

He has been vice president of construction for The Barrett Companies
in Fort Lee, New Jersey, regional manager for HRH/Atlas Construction
in Closter, New Jersey and vice president of construction for Atlas
Construction Company in Stamford, Connecticut.
A specialist in Pre-Construction Services, Mr. Gambino has ongoing
consulting relations with such cli-ents as Tarragon Development,
Pulte Homes, and the Spinnaker Companies. These national developers
have recognized his ability to analyze projects in the conceptual
stage and determine the financial hur-dles so that decisions regarding
project costs, development team and constructability are properly
con-sidered.
Richard R. Vaillencourt, PE – Senior Associate

Mr. Vaillencourt has degrees in both mechanical and electrical engineering
combined with over twenty-five years of practical experience as
a designer and project manager in electrical construction, as an
indus-trial plant engineer, as an industrial corporate energy manager,
and working for several ESCOs before becoming an independent
energy engineer. Since 1992 Richard has provided engineering review
ser-vices for several electric utilities (CL&P, Green Mountain
Power, Cape Cod Light Compact, NStar, etc.) in support of their
customer incentive programs as well as site inspections for verification
purposes. He has presented several papers at the World Energy Engineering
Congress over the years and has au-thored a book: Simple
Solutions to Energy Calculations which is in its third
edition. Richard has also been published in Energy Engineering,
Strategic Planning for Energy and the Environment, and Energy
User News. Mr. Vaillencourt also teaches Building Operator Certification
classes in Facility Electrical Systems, Energy Conservation Techniques,
Efficient Lighting Fundamentals, HVAC Systems, and HVAC Controls.

William Sorby – Senior Associate
Mr. Sorby has over 36 years of construction experience in the field
of heavy highway, bridge, industrial and residential site construction.
His experience lies in 30 years of surveying, for land surveyors,
photogrammetric control, construction layout, topography and coastal
and geodetic control.
He has been a senior project superintendent for many multi million
dollar New York State Department of Transportation projects, as
well as large private, industrial and residential projects.
He has been in his own excavation business for twenty years.
He has developed a program to instruct construction workers and
contractors plan reading and elementary surveying.
He now works as a consultant and estimates for several excavation
site and paving contractors.
